NATO didn't want anything. Once again, sovereign nations apply to join NATO. Ukraine was working on meeting NATO's entrance requirements because they wanted to join NATO.

To that end however, in 2010, Ukraine signed a new treaty with Russia that would allow Russia to continue using the naval base until 2042.

Like they had no interests in Libya but they started the regime change anyway right? Libya's intervention and regime change was the biggest success stories for NATO i agree with that.
