Interesting article you've linked from The Drive.

From personal experience, and "reading between the lines" of the military's presentation as reported, I suggest that the graphic they presented might be a bit misleading.

The craft being utilized as "drone carriers" are likely not so much the weather balloons like devices depicted, but rather, self-propelled lighter than air vehicles, potentially (semi-) autonomous.

The LAV portion of such an air system was in development by the USAF back in the early '00's (a fact oddly overlooked by the article's author).

If memory serves, the original tic-tac encounter was subjected to the type of extrapolations that you mention. It was, I believe, a team of people fluent in all that advanced aneurysm-inducing math. The report, though, was easy enough to understand. Can't recall exact figures but I do remember the insane g-forces implied. My impression was that if a person were on board, the tic-tac would have a creamy human goo filling.

Short answer, yes, definitely doable but well beyond my skillset.

No evident weapons systems, slow speed abilities, or landing and take off capabilities.

I think they are possibly drones to use for tracking systems training.
