Stereotypically, whites are more likely to snort powdered coc aine, while blacks & latinos smoke crack.

Which is why people like Joe Biden enacted harsher sentences for using crack. There's really no other justification for it.

70% are from Opioids. In the last 5 years Black Men have starting dying from OD's at an alarming rate because they have found Opiates. Cheap and don't need a pipe. Fentanyl is a culprit just ask Mr Floyd.

Handing out crack pipes will do nothing but send money to Progressive Cities where those who need help will never see it.

Crack in the 80s was brought in by 3 letter agencies, and distributed in black neighbourhoods, it was very much epidemic at that time.

Overheard by Biden and company (obviously a joke I had to make up - but it could easily be a real thing) -

"Just show up to vote, bring your crack pipe and we will fill it when you're done, in full patriotic appreciation. As long as you bring your Crack pipe, don't need a license to vote. And we will count your vote 3 times."

Basically it's a better way than digging up names of deceased people and folks dogs named "James Dupree the 3rd." to add extra votes.

Giving out drug paraphernalia makes doing the drugs safer is all.

They're at a business or medical center near by.

And I assume they will operate in all the major cities and be accessible to any race.
