I am glad to see the Biden administration has its priorities straight here with this move to provide crack pipes to help restore racial equity. Like, restore it to the 1980's I guess. I guess I have some other opinions on this than your average racial justice advocate. I think perhaps spend some of that on prevention like perhaps locking up suppliers and that includes the CIA and other global organizations involved in the illicit trade.

Is what the cited article states and as part of a "grant" as it also states the Federal government grants money all the time for various purposes if the application is sound and meets the requirements for it.

Of course; There has to be at the end of such a study a body of research and accountability for that grant as most of them are written if it is for a CDC controlled trial hopefully it is not one of anecdotal or correlation as those are the studies that have no scientific value and add nothing in the way of research for whatever such funds were granted.

People wondering if drug users have money for the drugs, why do they need free pipes ?

Also they wonder who gets the gov contracts (payoffs) to manufacture and distribute the pipes ?

I be ok with the program if it was stipulated showing up to a “safe” drug use site places you automatically in a drug rehabilitation program.

Maybe the goal is to get more people to use crack. A lot of the crack users end up in the sex trade. More crackheads, more cheap prostitutes.
