No. This was just after the 2016 election. It was created in 2017 to secure the elections and it was disbanded because of cooperation by states and being sued by every Progressive Outlet who was the same saying elections are suppressed based on voting.

The ACLU flipped out then but now, with the EO's and Bills presented now the Feds should take over the elections. Schumer said he would deny funding. None of them wanted the investigation in 2017 because they knew what was there. The commission was transferred to DHS.

It was drafted a year after the election. Again, there was more than enough opportunity for him to investigate the Dominion technology during his presidency when he had the authority to do so as a proud leader instead of a disgruntled former official, but he chose to do so only after it impacted his career. The timing suggests he's less concerned about the integrity of democratic process and more concerned about salvaging his career.

To grant special exemption from the law may have possible reason in terms of some things under national security, but it is also the backstay of tyranny, opening multiple legal angles for the establishment of dictatorship.

This is a pretty standard maneuver in a legal case and you can't really read anything much in to it. You try to get as much excluded as possible as early as possible because it narrows down what is or isn't admissible in any case when it goes to trial.

The Democrats actually have a pretty solid legal argument on this one, unless trump can provide evidence to back up his claim that the machines were tampered with then they cannot be searched as searching them would be little more than a fishing expedition.

Under us law you can't search something on the off chance that it might contain evidence.

For example if I accuse you of killing JFK I might be able to get a warrant for the home that you were living in at the time because it might contain evidence of your crime, but I would need strong evidence to get a search warrant for the houses of your family members.
