In my experience people often want an answer that confirms what they already believe, and that when an honest answer doesn't confirm this people simply say that it's a lie.
Australia is still a democracy, and there are still good people in the government. If they had signed an exclusivity deal it would have required parliamentary approval, which in turn would require scrutiny from elected representative, and I'm pretty certain that there would have been a huge commotion if there had been an exclusivity deal if only from officials who thought that that represented poor value for money.
