You need far more for this claim than a single ingredient to a battery technology. Tritium is made out of Lithium too. It's used inside H-bombs btw.
Afghanistan is a long way from EV and EV isn't the answer for them. EV demand a sturdy base load on the grid, you can only have that with either nuclear or big coal plants. Afghanistan doesn't even have coal power plants yet, last time I looked

I know for fact that countries like this you don't just drive up to the gas station and refill, might wait a day or two if you're hitting it at the wrong time. Not because the stuff isn't there or not on their way but things move slower in general.
EV in Afghanistan in the next 20 years is a bad pipe dream. BTW I drive EV and I recognize it's environmentally worse than ICE powered vehicles. Where do you think the power for these EV will come from?

From our perspective total Sharia Islamic law is about as draconian and oppressive as it can get, which is what the Taliban wish to see happen in Afghanistan.

Yes, it is their country and their life. It's also the country and life of all of those people clinging on to the outside of military planes leaving the country. Those guys don't seem to see the Taliban as heros coming to save them from the evil Westerners. Seems kinda like the opposite to me.
