Mutations occur at random and have innumerable different causes. Some are spontaneous -- at least in the limited sense that it is next to impossible to identify the trigger.

Delta came from India, where there were basically no vaccinations. The unvaccinated aren't wearing masks. The vaccine does not appear to do much to prevent infection with Delta, it does appear to drastically lower the risk of severe infections and death for those vulnerable. I'm not sure if we have the data to say exactly what the benefits of the vax are for the average healthy adult. While it does not prevent infection/transmission, logically I would assume it lessens duration of infection, which would also lessen transmission, though not prevent it for the delta variant.

Actually delta variant surfaced in October 2020 in India AFTER India began vaccine trials. Specifically Russia's Sputnik vaccine began phase 1 trials in India in September 2020. Then in December 2020 and January 2021 Sputnik vaccine began phase 2 trials in India.

Then India denied the use of Sputnik vaccine. But can't seem to find an article detailing why India refused Sputnik vaccine after its trials in India.
