Imagine a world made up of incorporeal higher dimensional beings no longer able to have kid's but otherwise immensely powerful, they want to have kid's but there is only one solution they have to recreate there own race at an earlier stage in it's development that way new souls are born, of course you don't want any old soul you want children you can be proud of.

Probably capable, but have laws against it due to being immortal.

Maybe they tried mixing with mortals as a way to circumvent the rules?

But I agree it kind of feels like that. Some group of humans long ago went into space and didn't come back. The rest didn't want to join them.
