It is really weird. They don't just bring in 25000 national guard. They brought in national guard from all 50 states and 3 territories. Why bring in troops from Alaska Hawaii, Guam and Puerto Rico when there are other assets closer. That cost alone makes no sense.
I can't tell if its a show of unity for something or someone is really bad at military planning

In general, when ever the president goes someplace security is enhanced. For example, whenever Obama visited Oahu there was a "no fly" area which covered pretty much the whole island. We couldn't even go hang gliding. Pretty sure the same applied when Trump was in Florida.
But the inauguration is sort of a special event, doncha think?

While that is true, 15 years in the Army and I have never seen this much security to include Bush Jr flying into Baghdad.

Right, but if the EMP took out most of those cameras, and the media in those cities were gone, then we have to wait until people start posting pictures from outside of town in areas that still have internet and cell service.
That could take hours or in some areas even days. When that Nuc went off in Russia a couple of years ago, how long did it take for outside areas to learn about what it was?
Now think about some of the cities here and the virtual infrastructure it has vs real infrastructure. (Virtual meaning cell, large area wi-fi, and services that don't require much more then a power plug and a tower vs hard wired services like land lines and real cables)
