If you prioritize a thing to some, then there is no equality involved because giving priority means putting those people at the front of the line meaning you put others at the back.
So giving BIPOCs and women equal access with each other sure, but those groups have priority over the ones not mentioned meaning those not mentioned do not have equal access.

Can you prove they don't have it now? The law says they have to. That is what the 14th and Civil Rights Act are for. So when the law already says they have equal access, to give them more equal access and priority takes it a step further.
