I think you have a point about class but my experience and research informs me that ethnocentrism (the source of racism) is widespread. People just almost naturally want to be with their own, and elevate their own over others.
It’s just something we have to deal with as humans, and overcome any harm that might happen because of it, and particularly a multicultural society like America

Assuming that this isn't some sort of morality play, it seems she is overstepping her bounds. Was the Pit Bull, a.k.a, the Breed of Peace, attacking her or her pet rat or was it just wandering around loose? Is it known to be aggressive? I suspect fear of it is why she had the taser handy.
If the dog is nasty and loose, call animal control. If it is nasty and attacks, kill it.

Wouldn't it be easier to scoop up the dog and deliver it to the local pound? A ticket or two assuming they even come in to pick it up would straighten out their attitude really quick.

How come when, some white folks do ill stuff it's always seen as the onset of mental illness, while Black folks who clearly have mental health issues caught multiple bullets, just because his mom's or caretaker called the police for said reasons, dead within seconds on arrival.
