I still don't understand how this rises to the level of national security.
These guys have been under arrest for 5 years and ISIS has been defeated.

Either that or they were still shedding viral particles after having been infected the first time. You can shed particles for up to 90 days post infection, but that doesn't mean you are actually sick or contagious. It's just a natural process of your body getting rid of the last of the virus.
