Same thought here....I used to collect and resell Panerai and IWC.....very common. It is the 8 seconds of red marks that is interesting. It is what makes me think it is supposed to be read by the numbers, so 10-2-8......thats why I think it may be pointing to some kind of major identity fraud case happening.....US code 1028 is all about it.
