I have wondered that, too, then noticed that most of them are light-skinned but dark-haired. I then remembered that Obama gave thousands of Iranian-born individuals US citizenship during his tenure, and especially during the JCPOA negotiations. Maybe they're part of his "resistance army" and have been called to duty to march for the "new normal".

Whitaker seems to expect there will be charges made form the Durham investigation. It's up to you to decide who the "appropriate individuals" referenced are.

He also seems to think this testimony by Rosenstein might offer some more insight too because he'll be able to speak more openly.
