The MO of this administration is to change the public narrative/chase the newest shiny thing. It's what they have always done.

At the scheduled Wednesday coronavirus briefing, President Donald Trump and other officials in his administration opened by addressing a seemingly unrelated topic: a new campaign against drug cartels.
They said traffickers planned to take advantage of the global COVID-19 crisis.
“As governments and nations focus on the coronavirus, there’s a growing threat that cartels, criminals, terrorists and other malign actors will try to exploit the situation for their own gain,” Trump said. “We must not let that happen.”

The mission involves sending additional Navy warships, surveillance aircraft and special forces teams to nearly double the U.S. counter-narcotics capacity in the Western Hemisphere, with forces operating both in the Caribbean and eastern Pacific. Esper said the mission would be supported by 22 partner nations.

Protecting American's health also means fighting infections diseases. We are coordinating with the Chinese government and working closely together on the coronavirus outbreak in China. My administration will take all necessary steps to safe guard our citizens from this threat.
