I think you are confusing 'governments' with 'society' (culture).
The highest levels would lose control first, down the pyramid of control back to a more 'local' level. How far would it fall? Well, families would survive, and neighborhoods next (local community), then towns would rebuild … next counties, in some areas cities, then 'states' … then maybe national governments, etc..
IT wouldn't be the end of the world, but TPTB want to stay TPTB, and then can't do that if the world rebuilds without them, after some (any?) serious calamity, because they are really superfluous anyway.
Society will be fine. That is human nature. Governments? Maybe not so much.

SARS-like cluster of circulating bat coronavirus pose threat for human emergence
In this study, we examine the disease potential for SARS- like CoVs currently circulating in Chinese horseshoe bat populations. Utilizing the SARS-CoV infectious clone, we generated and characterized a chimeric virus expressing the spike of bat coronavirus SHC014 in a mouse adapted SARS-CoV backbone.
The results indicate that group 2b viruses encoding the SHC014 spike in a wild type backbone can efficiently utilize multiple ACE2 receptor orthologs, replicate efficiently in primary human airway cells, and achieve in vitro titers equivalent to epidemic strains of SARS-CoV. Additionally, in vivo experiments demonstrate replication of the chimeric virus in mouse lung with notable pathogenesis.
Evaluation of available SARS-based immune-therapeutic and prophylactic modalities revealed poor efficacy; both monoclonal antibody and vaccine approaches failed to neutralize and protect from CoVs utilizing the novel spike protein. Importantly, based on these findings, we synthetically rederived an infectious full length SHC014 recombinant virus and demonstrate robust viral replication both in vitro and in vivo. Together, the work highlights a continued risk of SARS-CoV reemergence from viruses currently circulating in bat populations.

Your theory doesnt make sense if "they" know the mild cold version is out of the barn. But, if they think there is still a chance to contain the high CFR pathogen (which almost by definition, does not spread as quickly), they might be able to cover that up and keep various economies flowing.
I see what you're saying but there doesn't have to be a second virus with high CFR. It could just be the second wave. First round is slow enough, impossible to contain, low CFR. Second wave eventually starts, higher CFR, just as slow (if not slower) and sneaky, but not limited to the old.
