If you believe in astrology, yes you would go down the route that you explain, as when astrologers look for the placements of Pluto, Saturn and Mars during war, to understand events, because of belief in astrology.

Oh yes. I've done electional astrology.

But you really need to know the time of the event because the changes in the Moon's position can make or break angles and relationships between planets. The sun or the moon can move from one sign into the next.

And that's important. When I did my first chart for myself, I didn't know the time of my birth and so as a cusp child, it appeared my sun was in Aries and the moon was in Capricorn (although a case might be made for the sun sign, the moon was really "off.") When I got the actual time of birth, it turned out that the sun was in Taurus (and I'm terribly stubborn) and the moon in Aquarius, which was true to the mark.

If you looked at the actual time of the founding/signing of documents, it's not at the midnight or sunrise time that you are using (unless they really are sitting up and waiting for the exact right moment.) And so on that date and time, the position of Sirius was actually not where you show it at midnight.

You are looking at this from different astrology point of view, the most ancient of astrology are parans, these start at either midnight, sunrise or sunset and mark the day accordingly.
Day marking isn't rare, Now the Hermetic Philosopher Marsilio Ficino has had a paran report below, they have put time as midday, but you will see that calcalations start at "SUNRISE", it could have been also sunset or midnight.
This type of electional astrology mark the day not the time, after all, who knows how long political debate will last.

New York was called New Amsterdam originally and before Washington DC was built Congress did sit in a number of temporary places.

In future I feel that Sirius rising will be again used as the new/old year marker for more and more people as they begin to understand 13 moonths and a b and C Sirius. Your thoughts on this ?.
