In his revised statement, Sondland said he now remembers telling a top Ukrainian official on Sept. 1 that hundreds of millions of dollars in military aid to the beleaguered U.S. ally would “likely” be held up unless the government announced investigations of Trump’s political rivals.
He told lawmakers that efforts from the President's personal attorney Rudy Giuliani to persuade Ukraine to open an investigation into Trump's political rivals "kept getting more insidious" as time went on, and he suggested Giuliani's efforts might have been illegal, according to an excerpt of his closed-door deposition transcript.
Sondland also testified that Trump and Giuliani’s positions “kept getting more insidious,” evolving from a general interest in fighting corruption, to an interest in Burisma, and finally to an investigation of the Bidens—and that Sondland “assumed” such an investigation, as pursued by Giuliani with Trump’s support, would be illegal.

At the end of the day, if Trump's political rivals didn't have so many skeletons, illegal skeletons, in their closet, there'd be no grounds for him to turn to foreign government investigations of them to "aid his campaign."
