It takes Q-glasses to get this I think. If you listen carefully, he drops hints all over that this has been going on for a while. What struck me hard was "this is a five week trial" meaning - "Getting them is cheap, quick and easy." This suggests to me it was done already, especially because he is willing to share the docs.
