I can confirm this to a degree. When I was in college, Dick Cheney landed at a rulralish airport had a ridiculously short speech (something like 5 minutes). They had snipers/spotters posted on every dorm building roof as well as had all traffic on lock down. The whole area was combed in the three days prior, and all students were routed around the far side of campus to ensure there wasn't to much foot traffic.
