Not everyone but most. I heard that in some youtube documentary several months ago. From what I recall it was about the Basque people having a higher incidence of Rhesus-negative blood than anyone else in the world.
I have no idea on the French village name but is somewhere near the border with Spain on the Mediterranean side.
