Yes it's referring to July 4th 2019, which is on an outer "wheel" of the clock, with 11-11-18 being on the inner wheel.

Building on the SEPT 17 = 7 17 from the above post, this may also provide an additional method of linking to post numbers because the following months are derived from Latin numbers (link):

SEPTEMBER from SEPTEM = 7
OCTOBER from OCTO = 8

DECEMBER from DECEM = 10
