Not really sure if it would have mattered if he had reccommended charges. It would still have ended up in the hands of the politicians and it seems that most of them (on both sides) are more interested in the political risks involved than any national security issues.
I can't really blame him for not want to testify in front of congress or in front of the American people. If they can't actually spend the time to read the report and are choosing to just go by what their preferred talking heads on CNN or Fox is saying about the report well why bother.
Better to just go hide on some remote island somewhere and let the chips fall where they may.

The report does not exonerate trump... no matter how often the orange goon claims it does.
So Mueller only needs to talk about what is in the report that y'all have been sweeping under the rug.
An investigation does not exonerate a person, it proves them guilty. Otherwise, they are innocent.
