On July 9, Reuters reported that the State Department is preparing to certify that Malaysia has made significant strides in fighting human trafficking — upgrading it to a Tier 2 "watch list." The timing couldn't be better for the Malaysian government, which is eager to join the Obama administration's landmark Trans-Pacific Partnership (TPP), a massive trade deal with Pacific Rim nations that aims to unite nearly 40 percent of the world's GDP into one free-trade zone.

I am not defending Wray's decision because I disagree with it, but I think there is some very real weight to the argument that the country needs the FBI and that airing everything in to the open may critically damage the ability of the FBI to fulfill it's function or instigate true civil unrest.
Again, I am not of that opinion, and frankly if we have to dismantle the entire intelligence community and rebuild it one brick at a time, I think we should do that. But there is certainly a nuance to this which exceeds a simple "good vs evil" narrative pushed by DiGenova here. It is possible for Wray to want to see people come to justice, but believe the damage to the Bureau exceeds the benefit.
