Yes...but AAWSAP seems to have/had a broader mandate to study paranormal events/activities and AATIP seems more UFO/UAP focused.
If paranormal ghost, orbs, cattle mutilation is your interest then AAWSAP should be a focus....
OBJECTIVE: One aspect of the future threat environment involves advanced aerospace weapon system applications. The objective of this program is to understand the physics and engineering of these applications as they apply to the foreign threat out to the far term, i.e., from now through the year 2050

But while i am here... who owns Skinwalker Ranch now?
That land is likely not paranormal imo, the basin is EPA acknowledged to be highly polluted, 2nd only to an Alaska mega-mine. The oxygen itself is categorized as the worst in the country, worse than any concentrated metro areas. The Feds have intervened to bring down the Ozone levels in the basin.
www.sltrib.com...
The eastern Utah basin is among few known areas to experience ozone formation in the winter, a phenomenon thought to be linked to emissions from the region’s oil and gas operations “By implementing simple, straightforward pollution standards for oil and gas sector, the state of Utah and the Environmental Protection Agency can deliver major clean air benefits for people in Duchesne and Uintah counties,” Jon Goldstein, director of regulatory and legislative affairs for the Environmental Defense Fund, said in a written statement.
There was some serious shonky stuff going between the 1989-93 stakeholders to Bottle Hollow reservoir, it's surrounding lands, the rivers, Vermal mine in the NE and other surrounding mega mines in the NW. Exit the previous owners and welcome the Shermans..... I actually suspect there was a toxic dump in or surrounding Bottle Hollow between 89-92. Then they drained to "clean it" of Mercury (that causes hallucinations, psychotic breaks, nausea, memory lapses), but they oddly replenished it with contaminated river flow that drained passing through the highly toxic holding ponds. Then there's pesky missing barrels of removed contaminated soil...
Higher-than-normal mercury levels found in fish also prompted the drainage of the reservoir. "The Bureau of Indian Affairs began refilling Bottle Hollow Reservoir in the spring of 1992. Beginning in the spring of 1992 and continuing through September 1993, the U.S. Fish and Wildlife Service and the Ute Fish and Wildlife Department worked to coordinate the stocking of trout obtained from Jones Hole National Fish Hatchery," said Cobell. Analysis of trout collected for mercury test samples in 1992 indicated levels had dropped below the unsafe levels.
www.deseret.com...
The reservoir is owned and operated by the Ute Indian Tribe in conjunction with the Bureau of Indian Affairs (BIA). Workers began draining the reservoir in 1989 in order to repair an outlet works gate that had become inoperable."We had concerns about the safety of people living below the reservoir," stated Fred Chavez, BIA Land Operation manager. "The gate stems were damaged, and we couldn't open them completely.
"Bottle Hollow is in the process of being refilled by the Bench Canal just to the west. To increase circulation, fresh water from the Uinta River will be diverted through the reservoir, then run into the Henry Jim Canal," Hansen said.
It also was fed by the river that from the east ran through Vermal mine contaminated land.
The complete drainage of the reservoir also allowed core samples to be taken to determine if suspected contamination may have been responsible for less than ideal conditions that had cropped up just prior to 1989.

EPA reviews done in the last decade say the samples from the 89-93 period are missing.....
To this day it hasn't fully been restored as a fishing mecca and the resort is abandoned.
When contaminant levels are unsafe, Utah public health officials issue fish consumption advisories. These advisories outline recommendations for limiting intake of specific fish at specific locations. Fish advisories have been issued in Utah because of elevated levels of arsenic, mercury, selenium, and polychlorinated biphenyls. Some of these contaminants occur naturally, whereas others are from anthropogenic sources.

The Ute tribe that said "don't go on that land" didn't really make a fuss about reopening their Bottle Hollow resort that neighbors the ranch. strange huh? Would a polluted reservoir that caused groundwater and soil contamination into skinwalker explain the sale clause "do not dig", methinks it would....
After sitting empty for the past two years, Bottle Hollow Reservoir, a popular fishing and boating spot 10 miles east of Roosevelt, is slowly being refilled.
That empty two years may have kicked up some pollutants in the air also along with other neighboring holding pond pollutants its a pea soup of grossness.
Due to soil and groundwater contamination at the site, the U.S. Environmental Protection Agency designated DDOU as a Superfund site and placed it on the National Priorities List in 1987.[2] Site cleanup activities began in 1989 and continued through the 1990s. Groundwater and soil monitoring continues at the site.[3] The U.S. Agency for Toxic Substances and Disease Registry (ATSDR) conducted a public health assessment of the site and concluded in 1992 that DDOU poses "no apparent public health hazard."[1] Included in the site history was the storage of 2,328, 55-gallon drums of hazardous waste in 1993. This was part of a RCRA permit issued by the Utah Solid and Hazardous Waste Control Board. These drums were stored in a facility called the Conforming Storage Building. Storage of these materials ended in 1997, and the building was closed. As part of the transfer of ownership to the OLRA, two Finding of Suitability to Transfer (FOST) documents were developed and approved by state and federal agencies. A total of 544 acres (2.2 km2) of uncontaminated ground were transferred to the OLRA. Further FOST activities are ongoing, and should eventually result in a nearly complete transfer of properties.

Erin Brokovich should get her high heels up there. Maybe hollywood can do a better investigation.
Super high cancer rates in the basin, they kicked up muck trying to clear contaminated ground under EPA order....
And in some cases tribes are actually hosting hazardous waste on their sovereign reservations—which are not subject to the same environmental and health standards as U.S. land—in order to generate revenues.

The skinwalker, wilson papers, alien autopsy, bob lazar, meta-materials, orbs, mutilated cattle, crop circles, grays, lizard people etc...huge distraction.
a huge distraction from what exactly?
BLACK MILITARY PROJECTS...its not as exciting as lizard people and grays..but that's the reality.
Case in point....recent NAVY Patents on compact nuclear fusion, gravitational wave generator, room temp semi-conductors... its a DISTRACTION..
Counter intell...
So...navy releases the patents to show us that yes they have all that tech and at the same time they are like naaah look up into the sky those are aliens. We don't have that tech

Not according to the terms of solicitation/contract/order for commercial items, number HHM402-08-R-0211 which was opened for tender on August 18th 2008.
In fact if AATIP is the egg and AAWSAP is the chicken we have to ask the question.....which really came first?
Here's Zondo telling us a yarn about when AATIP started in 2007....(click for exact link in the video
Here's the slide he used....
So No. AAWSAP was about future threats not paranomal studies.

Perhaps AATIP was created in Bigelow's head and then he swung a few favours. Being the only bidder.
