If RBG is incapacitated or there is a vacancy in SCOTUS, the Court will be one person down. This means a more or less even split in voting. John Roberts has gone Never Trump.
If the SCOTUS deadlocks on a vote, then the case bounces down the last ruling of the lower court. This happened to a case or two during the vacancy that Gorsuch eventually filled.

I remember most of the "Q" folks hoping republicans wouldn't swing vote under pressure for the shorter term two week proposal. The vote didn't pass only got 51 votes so we didn't see any improvement from the democrats. So Trump is now giving us a three week break to take the pressure off and try again for a bipartisan vote.
Glad to see the innocent Federal employees being given a break for something that was not their fault!
This will also give the ones that need time to arrange financing to get that done with.

What if government needs to be open because of something we cannot yet see in linear? He's made it clear to those who listen the end game is not just government - we all hate it to one degree or another, but the WITCH hunt and Humans As Currency.

From his speech today...(which was approximately the same amount of content as The SOTU, but with far less reaction breaks)...I would say he is giving cover to Democrats to break with Pelosi...and become just Americans, politically speaking.
To actually unite the country, he needs buy-in from the other side of the aisle. And he has always been behaviorally and rhetorically more aligned with the Dem Party. Pulling the train over, to take on surprise passengers, is a master-move, IMO. He already drove out much of the GOP corruption faction. Now he needs to recruit from the non-corrupt Democrat side. Gotta fix both sides of the fake aisle. Pelosi is part of the Perma-Party, just like McCain was.
