They are probably both right. I think there are 5250 fixed seats and depending on the activity the floor may be used for additional seating.

For example a rally or a concert would leave floor space for additional people while rodeos and sports would be limited to the 5250 seating.

Some of the senior Republicans went along with it, perhaps knowing there was zero chance of it being signed?
The news stories left us with the idea that DJT was responding to pressure from the Republican majority to finish the wall.
If "the plan" called for a "National Emergency" just prior to a government shutdown on friday, Trump might give Congress just enough time to strip out the limitations from the bill before the rest of the budget excluding southern border security was voted in *after* the declaration.

If Congress still had trouble meeting the deadline it probably wouldn't be catastrophic even if spending was frozen for a week.

I'm aware of that but neither of them says "seating capacity." See where the confusion comes from?

Wiki says, about the rally:

The Coliseum was filled to its 6,500 seat capacity.


The first hit on google gave me:

El Paso County Coliseum is a 5,250-seat multi-purpose arena in El Paso, Texas.


The difference would be how the floor is used with the max being set by the fire dept.

Only a little over 7000 people have watched this video of Beto's speech, yet the media is acting like he's the next Obama.

Haake‏ gave the tally of 6,500 individuals inside the arena, as per the fire department, and between 10,000 to 12,000 outside, via NBC News reporter Ali Vitali.

Haake‏ said that according to organizers, roughly 7,000 people were at O’Rourke’s competing rally, which was backed by groups such as Border Network for Human Rights and Women’s March El Paso.

Given the political makeup of El Paso, I would tend to belive that Trumps numbers are on the higher side of the range, and Bob's on the lower side of the range above.

But, since there's not a speck of honesty anywhere in reporting anymore, who the hell knows.

Senator Lindsay Graham was on Hannity radio show this afternoon. He had spoken with President Trump just before coming on the air. For the same reason you pointed out, he advised the President to closely examine the bill, if its OK, agree to sign the bill, after signing, execute the Executive Order. (If EO executed first, DIMS will pull the $1.3 Billion...or reallocate it.)

Bill provides $1.3 Billion. Trump has $900 million already available. The rest of the $$$ will come via the National Emergency E.O..
