First, our points are excellent, and I don't wholly disagree. I also don't really have a good answer for you either.

There is a fine line there and who decides how that line can be crossed or not is important.

Who gets to decide what is and isn't published?

This is the scary part. I think the decision to publish or not should be left to the disgression of the publisher, but the rules need to be lain out in plain, unambuguous language. That is to say, there should be simple questions that a news outlet could ask itself that would cause them to hold off from publication. Questions like:

Could someones life be put in danger if I print this?

Could this information compromise an ongoing police or military operation?

Could this information now, or in the future compromise the safety or security of the readers of this publication?

Those are just a few common sense things I can come up with off the top of my head, and If JA had asked those questions or himself regarding Vault 7, I think the answer to each question would be yes.

I can't know for sure, but my gut tells me his motivation is sincerely to bring transparency of government for the people.

I agree. I believe JA is nobel in his cause, but by the time he released V7, he was already respected around the world for his efforts. Nobel efforts to pull back the curtain and let the light sine on the vermin in governments around the world.

Still, consider a guy who is at a club and he sees some drunk getting handy with an unwilling girl. If steps in between and calls the guy out, he is a hero. If he drags the guy outside and beats him within an inch of his life, he is a hero in jail. His actions in either instance are righteous, but one runs afoul of the law, and the other does not.

But, there are things that would have to happen here first before we get to...I think step 3, extradition hearings.
