Most terrorists, plotting a mass shooting, don't wait until the restaurant is closing, and the manager is unlocking the door to let the last customers out, to make their grand move.
I've never been in a restaurant when a robbery was taking place, so I don't know how most robbers do it. But, on TV robbers do storm in, shoot at the floor or ceiling, and then demand cash of frightened and shocked employees. Maybe, TV is where this possible would be robber took his cues.

Trying to apply logic to a scenario in which the perpetrator obviously is not acting upon sound logic is a flawed endeavor.
The simple fact is, we dont know what the intentions of the shooter were, or barring any release of forensic data, what he shot at. What we do know is that he had a gun and was willing to use it in a public setting. That endangered at least 4 lives or more... the man and 2 children as well as at least 1 McDonald's employee.
