Some stuff detonates without an extra pressure vessel around the material. Those are generally the fast burning materials and that is what a detonation actually ist. Rapid burn rate with high gas expansion rate.
Technically every fine grained powder can be "explosive". IF you throw it in the air and ignite it, it will burn at a very fast rate.
To be honest, no one here can tell you anything valid because we don´t know # about those devices. And I don´t have the need to be near such things, fake or not.
