Crystal City is an urban neighborhood in the southeastern corner of Arlington County, Virginia, south of downtown Washington, D.C. Due to its extensive integration of office buildings and residential high-rise buildings, using underground corridors, travel between stores, offices, and residences is possible without going above ground; thus, a large part of Crystal City is an underground city.
Crystal City includes offices of numerous defense contractors, the United States Department of Labor, the United States Marshals Service and many satellite offices for The Pentagon. It is also the location of Ronald Reagan Washington National Airport.
The phrase was recommended by George Mason to the Virginia Convention in 1776, as part of the commonwealth's seal. The Seal of the Commonwealth of Virginia shows Virtue, spear in hand, with her foot on the prostrate form of Tyranny, whose crown lies nearby. The Seal was planned by Mason and designed by George Wythe, who signed the United States Declaration of Independence and taught law to Thomas Jefferson.
Marcus Junius Brutus was the descendant of Lucius Junius Brutus who was the founder of the Roman Republic and traditionally one of the first consuls in 509 BC. This followed his successful overthrow of the Roman monarchy. Prior to the establishment of the Roman Republic, Rome had been ruled by kings. Brutus led the revolt that overthrew the last king.
John Wilkes Booth wrote in his diary that he shouted "Sic semper tyrannis" after shooting U.S. President Abraham Lincoln on April 14, 1865, in part because of the association with the assassination of Caesar.
The phrase was also in the pro-Confederate Civil War song "Maryland, My Maryland", which was popular at the time with Southern sympathizers in Maryland, such as Booth. The song, containing the phrase, is now the official state song of Maryland.
Timothy McVeigh was wearing a T-shirt with this phrase and a picture of Lincoln on it when he was arrested on April 19, 1995, the day of the Oklahoma City bombing.
The phrase is also the motto of the U.S. city Allentown, the third largest city in Pennsylvania.
Examination of the material presented in the book, "Miracle at Philadelphia", reveals the depths of the divisions that separated States and even the delegates within states over major issues that were placed before the Convention. Men of honor and of conviction stood at odds over the merits of the organizational plans presented, and even after the attainment of agreement on the plan, there was seemingly endless disagreement over implementation. Questions pertaining to executive power, representation in the Congress, and the differentiation of the federal and state prerogatives necessitated hours of debate over the course of the summer.
The record of the Virginia delegation testifies to the spirit of independence that prevailed at the Convention. This delegation, in addition to George Washington, the chairman, included Edmund Randolph, John Blair, James Madison, Jr., George Mason, George Wythe, and James McClurg. Randolph had the honor of presenting the Virginia Resolves, the so-called Virginia Plan, which ultimately became the foundation upon which the Constitution rests. But when it became time to sign the finished document, Randolph declined to do so.
So too did George Mason, who was numbered among those who favored the New Jersey rather than the Virginia Plan. Randolph and Mason were both concerned about the impact of the document on the fundamental rights of states and individuals whose interests may well have been endangered by what Madison foresaw as a new government "vibrating between a monarchy and a corrupt, oppressive aristocracy." In fact only three Virginians, Washington, Madison, and Blair, actually signed the document in Philadelphia, a sparse showing for the Commonwealth which considered itself the prime mover in the affair.
Tyranny lies prostrate beneath the foot of Virtus, symbolizing Great Britain's defeat by Virginia. The royal crown which has fallen to the ground beside him symbolizes the new republic's release from the monarchical control of Great Britain; Maryland, Virginia and New York are the only U.S. states with a flag or seal displaying a crown.
The broken chain in Tyranny's left hand represents Virginia's freedom from Britain's restriction of colonial trade and westward expansion. The useless whip in his right hand signifies Virginia's relief from the torturing whip of acts of punishment such as the Intolerable Acts. His robe is purple, a reference to Julius Caesar and the Etruscan king of Rome, Tarquinius Priscus.
The motto selected for the obverse of the Virginia seal is Sic semper tyrannis, or in English, Thus always to tyrants. This is a derived quote from the famous events in Roman history, attributed to Brutus upon his participation in the slaying of Julius Caesar. (Caesar had been named perpetual dictator of Rome in the same year, and some Senators believed he had ambitions to abolish the Roman Republic and establish himself as a monarch.)

The “not really all that pleased” assessment, at least, is evidently accurate: the picture originally appeared online without any accompanying text, and the “coercion” caption was only added later to make the humor of the photograph more explicit. The soldier pictured with Senator Clinton (who asked that we not identify him by name) told us that he employed the gesture to indicate that he was not a fan of the senator’s and was not really as appreciative of having the opportunity to meet (and pose with) her as it might otherwise appear.
