Palantir, the hyper-secretive data-mining company founded by Trump homie Peter Thiel and C.E.O. Alex Karp, is almost as mysterious as the clients it works for. Started in 2003 and with seed money from the C.I.A., Palantir has developed a suite of surveillance technologies that have reportedly been used by the military to hunt down Osama bin Laden.
Palantir has a team of some 2,000 engineers, half of whom are deployed to client sites to embed with Fortune 500 companies and Wall Street firms with a singular goal: to run every kilobyte of available data through an algorithm that makes traditional consultancies look like dinosaurs.
In 2014, living up to its name, Palantir began designing a new intelligence platform for ICE. Donald Trump has jacked up the military budget and Thiel, an ardent Trump campaign supporter himself, has plenty of connections with the new regime in Washington.
Palantir developed its technology by computer scientists and analysts from intelligence agencies over three years, through pilots facilitated by In-Q-Tel.
U.S. military intelligence used the Palantir product to improve their ability to predict locations of improvised explosive devices in its war in Afghanistan.
In 2012 New Orleans Police Department partnered with Palantir to create a predictive policing program. Minority Report
Palantir partner Information Warfare Monitor used Palantir software to uncover both the Ghostnet and the Shadow Network.
in 2014, they premiered Insightics, which according to the Wall Street Journal "extracts customer spending and demographic information from merchants’ credit-card records."

While we suspect that the "Qanon" phenomena is likely 4chan trolls engaging in a Live Action Role Play (LARP) version of the Delphic Oracle it is also clear that many are aware of its manipulative potential and will usurp it if they have not already.

The point isn't about plans changing, it is about someone (Q) guessing wrong because they didn't have access to the details.
He thought because Trump had said something it was going to happen but if he had been a real insider he would have known it wasn't a done deal and would have waited until knowing for sure.
