Anyone who has ever recorded video on a surveillance camera and burned a copy could tell you that's very likely the case here. You can easily edit the video but no so easily edit the time stamp without the right program. apparently that wasn't much of a concern though because it's pretty obvious. Otherwise maybe the camera recording feed was shut off for that period of time.
Just to clarify, you can make a video and include different parts as evidence, however the timeline will always have to match in synchronicity to build a proper case of when/where etc. Theres some evidence missing here. That's likely what explains the who/why/what...

Just finished speaking to another person who is close to the area and they said people there are less speculative that its ET related. In any case people near the area seem to be keeping a grounded approach to the whole thing, which also means nothing spectacular has happened otherwise to make them feel any different. At least not for this person I'm regards to the local rumours going around.
Stealing the mercury I can't imagine how unless they killed everyone up there first. They would have to have a really nice big tanker.

I’ve been thinking on the hacking angle and something along these lines since last night. And I would agree with your assessment of the Post Office. The foreign state actor angle also gives a reason for things to be done quietly. My problem with this is that the evacuation doesn’t make sense. I would think that people nearby would be useful for questioning, witnesses, and/or possible suspects as willing or unwitting accomplices.

As someone with a background in communications and some minor experience with RF engineering (with encrypted systems), piggybacking the equipment physically or in near proximity would be the way to go. Signal interception on that type of hardware can be exceptionally difficult depending on how they have it setup.
