My humble interp of this drop is former President's (Bill Clinton)room arrangement has a block of 12 rooms in the hotel where a SCIF has been created for private convos ,(hence the need to block out the windows) in addition to a central SCIF that was already provided.
Q also asks if the taxpayers are footing the "bill" for that expense.
At least that's my understanding of part of that drop.
Could be way off base but it would explain much, including the typo.
