I dont know if this counts as vandalism looking at the picture they are stickers. You can see the bubbles trapped under the stars. So whoever is doing this has access to a print shop.

I was wondering how someone xould paint them without anyone noticing but the stickers make sense takes about 20 seconds to tag a block.
