He did not say that the entire investigation was free from bias.
He made a point of saying that he is only saying that they found no evidence in the final decision, which is not the same thing as the absence of bias.
He specifically said the did see bias in some areas, especially the delay of investigating emails on the Weiner laptop.

I wish the Republicans would stop wasting time asking about the leaks.
They made it clear that it's an issue and is still being investigated.
They need to stick to the bias and other issues.

The prosecutors made the decision in the Clinton case. That's what Horowitz said.

There was no bias noted on the part of the prosecutors.
