The story here is that McCabe has already been referred to the DOJ
for prosecution for lying to the DOJ Inspector General, and
leaking to the media.
Now he has been summoned before the Senate for further interviews.
He is afraid to talk as he might further incriminate himself,
so he has through his lawyer requested immunity in exchange
for his testimony, as shown in the letters at the link.

its a catch22, give him immunity - then he simply lies his a$$ off and gives them red herrings
