We spoke of sensing devices that might be used for detection...
Maybe we look for or target the source of the causation of these waves???

Makes sense. The neutron radiation is ionizing the deuterium causing it to glow (knocking electrons loos that travel at greater than 0.75c).

Well, the Hydrogen isn't really "excited", greater probability for Oxygen.
And, yes, if that is actually what you saw it would be very dangerous, rather intense ionizing radiation (neutron radiation).
For that specific kind of radiation sure, you can detect virtually any type of ionizing radiation, there are commercially available devices.
You should be aware that it is rather improbable that that is what you saw.
