What manafort was charged for was ALREADY investigated by the fbi and no charges brought. The sc can bring charges from things ARISING from his investigation. Clearly this did not just ARISE from his investigation if it has already been investigated by the fbi.

The "arising from" language is pretty interesting from a legal standpoint, though. Gives something fun and novel for lawyers to do while they rack up the billable hours.
