Police Departments replacing complaint forms with intimidation.

A cops role is to arrest citizens and fine them, that's the job description, they simply don't care about how the citizens feel about this and couldn't care less if citizens don't like their conduct.

Of course they look out for their own, it's like an "us verses them " scenario playing out. There's a reason cops rarely have friends outside of the force.
