Putin has a clear track record of killing his dissenters and evidence has pointed directly at the Kremlin. Sometimes these same people who declare "Fake News" need to start looking in the mirror or ask for evidence to those who make claims with no factual basis. Again thats your opinion, its not a fact as you have stated it above, there is zero proof to support the idea that a NWO type organisation exists. This also suggests that you believe that Trump and Putin have been working together in some capacity, would this not go against the narrative from Trump supporters that Russia did not support Trump during the campaign.

That is a very good question. So as your article linked points out back in 1999 the Americans took part in a initiative to clean up a plant that was used to manufacture Novichok, this was in partnership with the Organisation for the Prohibition of Chemical weapons (OPCW). There is nothing to suggest that there was anything improper about this. Apparently there were something like 300 odd workers also at that plant and I would be surprised if one of them had not taught the west how to produce the weapon or if the west do not have their own samples of the weapon.

That said however currently the expert opinion is that this weapons is only produced by the Russian State. According to NewScientist

The use of a Novichok in the attack on the Skripals makes it highly likely that Russia was involved, because no one else knows how to make them, says John Lamb at Birmingham City University, UK. “The Novichok family was specifically created by Russia to be unknown in the West and as such it’ll be one of their most tightly guarded secrets,” he say

So that is a expert opinion that this stuff is only produced by the Russians.

It is backed up by other Reports stating that:

The nerve agent novichok was developed and produced in Shikhany, home of a military research establishment in central Russia, according to a chemical weapons expert. The OPCW are now involved in the investigation in the the SKripal assassination attempt.

So while yes it is possible to say that perhaps back in 1999 the west might have acquired the knowledge to produce Novichok there is only speculation for this that so far has not been backed by expert opinion. Indeed as I have demonstrated above the prevailing expert opinion on this matter seems to be that Novichok is only produced in Russia.
