Mitch McConnell has already raised the White Flag for Republicans in the November mid-terms. If he's the face of Republicans, they deserve to lose a lot of Congressional seats.

The 18th district will likely be redrawn before the next election and both candidates could be in different districts and not even face each other. As to a mandate, Allegheny county went for Hillary because it contains the city of Pittsburgh which is Dem heavy so it is loaded for Lamb. Outlying areas went for Trump and Saccone doesn't have much of that population to vote for him in the 18th. Whomever wins will have just enough time to find their office in DC before the do over.
