M stands probably for the MIlitary. Some of us are speculating that Trump will use the Army Corps of Engineers to build the wall. That would be pretty clever because the project could no more be easily interrupted by outside forces through protesters,clamping down on contractors or other disprupive BS people already threatened to do. I doubt any protesters would want to mess with the military because they take there jobs pretty seriously. AP tweeted that the construction of the wall starts on monday. I guess we will have to wait til then.
