Police departments -
The largest number of requests for material comes from small to mid-sized police departments who are unable to afford extra clothing, vehicles and weapons. The program gives smaller police departments access to material that larger police departments are usually able to afford without federal assistance.[17]
A memorandum of agreement between the DLA and the states participating in 1033 requires that local police forces either utilize the military equipment within one year or return it.[8] The rules allow police to dispose of or sell some goods after at least one year of usage.[18]
School districts
The Los Angeles School Police Department has also received excess military equipment, including 61 assault rifles, three grenade launchers, and an MRAP vehicle.[21]
School Police Departments in Texas also participate in the 1033 program, in total acquiring 25 automatic pistols, 64 M16 assault rifles, 18 M14 assault rifles, 15 military vehicles equipped with weaponry, armored plating, and tactical vests.[22]
Some of the most commonly requested items include ammunition, cold weather clothing, sand bags, medical supplies, sleeping bags, flashlights and electrical wiring. Small arms and vehicles such as aircraft, watercraft and armored vehicles have also been obtained.
The program has been criticized over the years by local media, by the Office of the Inspector General, U.S. Department of Defense in 2003 and the GAO which found waste, abuse and fraud. It was not until media coverage of police during August 2014 Ferguson unrest that the program drew nationwide public attention; the Ferguson Police Department had equipment obtained through the 1033 program.[2]
Just a few years ago, I was a lurker and watching members on this thread, mainly conservative who were absolutely livid with how the police were treating the American public.

I think one reason I have trouble seeing those numbers as real, is my own eyes.
Now I've attended a couple of dinners where among the guests were many local officers and there were a few very large men. By large I mean 300 lb physically fit men who could no doubt bench press a VW Bug. (Exaggerating a bit )
I know 5 of them personally and they all served in the military first. May be different up here I don't know, but these officers are not unfit. Of course if you go into their main building you will see older less fit people manning desks, but they are not out chasing bad guys.
Must be quite different in other area's if those stats are true. I hope with the heavily muscled officers they are not employing that silly standard the govt. uses for what a persons weight should be. Some of the most fit people on the planet would be deemed fat using that standard.
