I think it is more common in municipalities with a smaller number of big retailers to serve larger populations.
Across the pond, there is some evidence that shoppers haven't exactly embraced the massive sales event that is Black Friday in the US. A BBC reporter was on the scene when Currys PC World, an electronics retailer in London, burst open its doors -- to one lone man who walked in to pick up his pre-ordered laptop. The video is perfect.
