The thread title was a bit of fear-mongering. In reality the article said they would actually be willing to approach a diplomatic solution.. BUT.. not until they were fully nuke-enabled to reach all of the U.S. So.. still not a great solution, but not "we are about to blow you up today and so much for the diplomacy!"
