Gov. Jerry Brown signed a bill Friday that lowers from a felony to a misdemeanor the crime of knowingly exposing a sexual partner to HIV without disclosing the infection. The measure also applies to those who give blood without telling the blood bank that they are HIV-positive.
Existing law provides that a person who is afflicted with a contagious, infectious, or communicable disease who willfully exposes himself or herself to another person, or any person who willfully exposes another person afflicted with the disease to someone else, is guilty of a misdemeanor.
Perhaps you should read the bill.
CAUTION don't have sex or get a blood transfusion in Cali.

It would seem that the bill will treat the HIV the same as any other disease.

Is HIV special because it's gay?
HIV is not a deadly weapon. It is a virus.
I was speaking of assaulting someone with a deadly weapon like HIV not being a felony.

More so than syphilis?
What? If someone knows they have HIV they should absolutely be required to tell anyone b4 sex.
It is required to do so.
and especially before donating blood.
