Regarding intent, a lie created with intention to deceive is far worse then a lie without the intention to deceive. When a lie is made without intention to deceive, chances are the person who made the lie didn't even know they were lying. Yes, lies may harm either way but when they are made with the intent to deceive they are far more harmful.
