That's the #ty thing and why the WaPo should be lynched if this is all bull#. It all comes down to the terms in the military and intelligence co-operation agreement. They vary dramatically between countries and even a slight infraction can have large costs.

even not having been in the military, i can tell u that they have some crazy rules. a friend of mine who was in the marines had to spend time in military prison simply for doing his job. he was accused of a crime, found to be 100% innocent and the accuser to be lying but because similar cases had popped up that were vaguely related he was used as an example.
